Dr. Tamer Arafa

Dr. Tamer Khidr Arafa is an Associate Professor, Acting CIO, and digital technology and transformation expert with more than 30 years of combined academic and industry experience. His academic background includes a PhD in Computer Engineering from Cairo University, an MBA and an MS in Information Systems from California State University, Los Angeles, an MSc in Computer Engineering, and a BSc in Electronics and Communications Engineering. He received his Associate Professor promotion from the Egyptian Supreme Council of Universities in 2026. 

Academically, he specializes in artificial intelligence, large language models, big data, cloud computing, digital image forensics, and digital transformation. He has taught nearly 20 undergraduate and postgraduate courses, supervised MSc theses and graduation projects, led the EgEducationGPT initiative, and contributed to curriculum development, accreditation, and quality assurance at Nile University. He is also a Visiting Professor at the University of North Florida. 

His industry career includes senior leadership roles at IBM, Ejada, Saudi Business Machines, Edmunds.com, and Kaiser Permanente, where he led multimillion-dollar digital transformation, CRM, enterprise systems, infrastructure, and software delivery programs. He is currently the NU CIO leads Nile University’s IT strategy, cybersecurity, digital services, and institutional data and serves as Track Head for the Digital Egypt Pioneers Initiative, overseeing more than 6,000 trainees and 16 training providers. He also holds PMP and IBM Senior Project Manager certifications.
